Several matters were discussed at the September 28th meeting of the Dillon County Council.
Some of the topics discussed included the following:

-Pee Dee Workforce Development
Ms. Dukes gave a brief overview of the Pee Dee Workforce Local Plan and Regional Plan. The Pee Dee Workforce development area consists of Chesterfield, Darlington, Dillon, Florence, Marion and Marlboro Counties. The overall goal of the Pee Dee Workforce is to unite employers and job seekers.
Motion to approve the plan was made by Councilman Harold Moody and seconded by Councilman Robbie Coward. All voted in favor.
-David Kitchens-Emergency Flasher 25-Watt Amber A-19 Smart Alert Bulb
Mr. Kitchens, a member of the Sheriff’s Advisory Panel explained the Emergency Flasher Bulb concept to the Dillon County Council. He told council that the smart bulb works like a traditional light bulb until you need a flashing signal to bring attention to your home. When flashing, the bulb will help emergency vehicles or other first responders find a home. Qualifying residents for these bulbs are senior citizens (62 and above) or persons with medical needs. Councilman Robbie Coward motioned to give $2,500.00 to the Sheriff’s Advisory Panel for emergency flasher 25-watt amber alert bulbs. Councilman Harold Moody seconded and all were in favor.
-Capital Projects Sales Tax Infrastructure money to purchase fire equipment for Lake View, Floyd Dale, and Gaddy’s Mill
Financial Director Richard Gaddy gave an overview of Councilman Bobby Moody’s infrastructure money. It is as follows: $20,000 to Lake View for thermal camera, turn out gear and other equipment; $14,000 to Gaddy’s Mill for skid and pump for the new Brush Truck; $10,000 to the Floyd Dale Fire Department for turn out gear and other equipment. Councilman Bobby Moody made the motion to use Capital Projects Sales Tax Infrastructure money to purchase fire equipment for Lake View, Floyd Dale, and Gaddy’s Mill Fire Departments. Councilman Stevie Grice seconded and all were in favor.

-Trailer for Landfill

Financial Director Richard Gaddy explained to council that Charlie Brown needed a trailer and it was put in the GO Bond, but since then he has had one to burn. Charlie Brown now needs two. $65,000 was allowed for the trailer in the GO Bond. There are three quotes Carolina International Truck- $70,480; Lilly International- $60,921; Summit Trailer Sales- $57,921.53. Mr. Gaddy told council that for the trailer that burned, we would receive $42,003.00 from insurance. Councilman Robbie Coward motioned to buy two trailers in the amount of $57,921.53 each. Councilman Harold Moody seconded and all were in favor.

-Vehicle for County Administrator

Mr. Gaddy told council that there is a Tahoe on State Contract for $36,196. Councilman Robbie Coward motioned to buy the vehicle for the Interim Administrator at State Contract price $36,196. Councilman Stevie Grice seconded. Voting in favor were: Councilmen Stevie Grice, Harold Moody, Archie Scott, Bobby Moody, and T.F. Finklea. Opposed was Councilman Randy Goings.

-Recreation Requests

Councilman Bobby Moody motioned to approve the following requests: $275.00 payable to Advance Auto Parts for contribution to help find a cure for diabetes, $25.00 from Stevie Grice recreation, $50.00 each from Harold Moody, T.F. Finklea and Randy Goings’ recreation, $100.00 from Bobby Moody’s recreation; $100.00 payable to Perdue Foods, Charity Golf Tournament for Pee Dee Coalition Against Domestic and Sexual Assault on Friday, October 14, 2016, from Bobby Moody’s recreation. Councilman Robbie Coward seconded and all were in favor.

-Russ Edwards- Coronal Development Services- Comfort Letter Request for Easement on Hamilton Property

Attorney Alan Berry told council that the easement thirty feet right side of existing utility easement across Hamilton property that Dillon County has option on property. Russ Edwards is seeking comfort letter saying Dillon County has no problem with them pursuing easement. What will be required at a later date, after comfort letter is signed would be amendment to option allowing property owner to engage Coronal Development for purpose of requiring easement. Councilman Robbie Coward motioned to approve comfort letter request for easement on Hamilton property. Councilman Harold Moody seconded and all were in favor.

-Finance Report
Mr. Gaddy reported that currently we have $563,620.73 more expenses than revenues as of the end of July. Mr. Gaddy told council that the bonus checks for employees went out on Thursday, August 18, 2016. He also explained that the consolidated bank statement available to us to spend is $3,753,117.77.

-Reimbursement of CDBG Money
After an executive session, the council decided that Dillon County would refund the CDBG money to the S.C. Department of Commerce as the new road did not connect to Harbor Freight. The amount is $276,127.
Dillon County is to be reimbursed by Tri-County Committee by January 2017 in the amount of $276,127.00. Councilman Bobby Moody motioned to pay money subject to Tri-County Reimbursing by January 2017. Councilman Randy Goings seconded and all were in favor.

-Attorney’s Salary
Councilman Randy Goings motioned to approve salary for attorney in the amount of $50,000. Councilman Harold Moody seconded and all were in favor.
