TOWN OF LAKE VIEW COUNCIL MEETING
Lake View Council Chambers
Thursday, July 20, 2017 at 7:00 p.m.
Attendance: Mayor Matthew Elvington, Town Council members: David Johnson, David Kitchens, Mertis Barnett, Tony Hayes; also present: Jasmine Hamilton, Tyquan, and Sara Elvington.
AGENDA
1) Meeting called to order by Mayor and Prayer
2) Minutes from June 15, 2017 and Public Hearing on June 20, 2017 reviewed and unanimously accepted.
3) Floor open to Jasmine Hamilton, founder of Believe in You back to school program, will be at community center on August 12, 2017 from 4:30 p.m.-7:00 p.m. There will be facepainting, free bags of supplies for school. Ms. Hamilton presented council with a flyer about the event and explained a little about their agenda and supporters and then she exited.
4) Mayor and Council reviewed ideas for the zoning board, names to call were Jahue Cummings, Lisa Miller, and Brenda Arnette, they all accepted and training will be set for August in the Council Chambers.
5) Follow up on assigned projects: David Johnson had been in touch with Bobby Horne and the road sign project will begin as soon as Mr. Horne can arrange his schedule. Tony Hayes is still looking into the walking track signs. David Kitchens will look into the idea of starting a Veterans Section in town. Mayor has contacted County Administrator about animal control, and Humbunny and he have ordered a trap for stray animals. There have been many complaints of animals not under control, walking loose, frightening pedestrians.
6) Employee Vehicle Policy set up by Attorney Peterson, council approved the new policy.
7) There are a lot of properties which have overgrown grass, unkept yards/houses, abandoned lots, abandoned buildings and houses in town limits. A Nuisance Letter was drawn up by Attorney Peterson, Mayor and Council approved of this letter regarding the upkeep of property by owners. Mayor and Council will choose 10 properties each month, but will decide on sending out the letters at a later date.
8) Mayor and Council approved of the purchase of a 2010 V8 F250 truck for maintenance crew, since the other one was lost due to Hurricane Matthew.
9) Mayor has someone to look into the community center sound system, much decision; the council all agreed on the new system, mayor will look into having this finalized.
10) Much decision on people walking the streets late at night and before dawn in the morning, the police officers will keep a close eye on the situation.
11) Mayor and Council looked into the idea of new chairs for the community center foyer area; the old sofa is torn and in broken down condition. Since the new floors and painting is complete it would be a good idea to have new furniture in the front entrance, they all agreed on certain pieces and the clerk will order. Mayor and council also agree on some greenery for the foyer area which will be order.
12) Beautification Committee which is led by Mrs. Pat Laird, Gene Moody and Tony R. Cooke, we may need to find a few more people to help them on dressing up the town.
13) A new police officer has been hired by Chief Campbell.
14) Mayor and Council all agree on improving the overall appearance in town and did discuss the ideas of Honey Hill and will be looking into this project a little further.
15) No other business at this time, the meeting was adjourned.
