Commissioners Regular Meeting
The Rowland Board of Commissioners with the following members present:  Honorable James A. Hampton, Mayor     Commissioner Marvin Shooter (Mayor Pro-Tem), Commissioner Betty Boyd, Commissioner Jean Love, and Commissioner Paul Hunt
Also present were David Townsend, Town Clerk, John Reaves, Police Chief; Elizabeth Brown, Admin. Assistant; Faye Carlyle, Finance Officer; Jessie Watson, Public Works; and Steve Richardson, Mechanic.  There were (7) seven guests present for this meeting.
CALL TO ORDER
Mayor Hampton determined that a quorum was present and called the meeting to order at 6:30 PM.
Mayor Hampton welcomed all those present.  The invocation was presented by Mayor Hampton who also led the recitation of The Pledge of Allegiance.
  Commissioner Boyd made the motion to approve the previous meeting minutes for May 25, 2016.
  Commissioner Hunt seconded the motion and the motion was unanimously approved by a show of hands.

UNFINISHED BUSINESS
Commissioner Hunt  explained the new 2016-2017 Budget.  He said that some of the money from CSX is still on the books and will be placed in Miscellaneous Revenue for the coming year.  This will be earmarked for donations and non-profits.   The new budget for 2016-2017 is $1,319,291.  This includes a 1% Bonus for the employees.
Commissioner Love made a motion to approve the budget as explained tonight.  The motion was seconded by Commissioner Shooter.  The motion carried unanimously.

NEW BUSINESS
Mayor Hampton brought up special committees.  Attorney Price said he would have to search the State Statutes to find where it mandated who could and could not serve on those committees.  Public Records 101-89-90-91&92 were cited.  Mr. David Townsend, Town Clerk, passed out 160A-168 as to what Public Records could be made available to the public.   Commissioner Shooter made a motion that Attorney Price researches the Policies/Ordinances to see what needs to be done to correct our current Policies/ Ordinances and make any necessary changes.   Attorney Price said that he would review the information and bring it to the Town for review.

DEPARTMENT REPORTS
Administration:   Ms. Brown reported that the front windows of the Town Office have been
Redone, drapes and blinds removed, and film put on the windows to better control the heat and glare caused by the sun.   The phones have not been repaired/replaced at this time.   We have not received all the bids for carpet replacement at this time.
Police:        Chief Reaves reported that the papers for the loans for (2) new cars have been signed.
Public works/streets/sanitation:    Jessie Watson reported that the maintenance book for the backhoe has been returned and the backhoe has not been repaired.  Commissioner Hunt said to get the numbers for the backhoe and we could get a pump and put it on.   Mr. Watson also said that 14 tons of asphalt has been put out so far.
Water/Sewer:   N/A
Commissioners/Mayor:  Commissioner Love  asked Mr. Townsend about Mr. Subode and the meeting they had.   Mr. Townsend said that they had a good meeting.  Mr. Subode is working on the property now and hopes to have it cleared by the end of the summer.   Mayor Hampton said that he had talked with another Construction Company who said they would clear/clean the property for $7,000.00.

OPEN COMMENT FROM
THE PUBLIC
William Alford, Representative for Olive Branch Lodge, requested financial assistance from the Town for their respective projects in the Town.  Commissioner Hunt said that the governing body had some funds for these projects.  He made a motion to give a $500.00 donation to the Olive Branch Lodge for those projects.  Commissioner Love seconded the motion and it passed unanimously.
Ms. Margaret Smith thanked our Street Department for cutting the grass on the sides of the streets and for fixing the roads.
Commissioner Shooter also commended Jessie for the progress made on the sidewalks and patching pavement efforts , “Looking Good”.

ADJOURNMENT
Commissioner Jean Love made a motion to adjourn.  The motion was seconded by Commissioner Betty Boyd.  The motion carried unanimously.
The meeting was adjourned at 7:35 pm.

Commissioners Regular Meeting
The Rowland Board of Commissioners with the following members present: Honorable James A. Hampton Sr., Mayor, Commissioner Marvin Shooter (Mayor Pro-Tem), Commissioner Betty Boyd, Commissioner Jean Love, and Commissioner Paul Hunt
Also present were David Townsend, Town Clerk, John Reaves, Police Chief; Elizabeth Brown, Admin. Assistant; Faye Carlyle, Finance Officer; and Steve Richardson, Mechanic.  There were (6) six guests present for this meeting.

CALL TO ORDER
Mayor Hampton determined that a quorum was present and called the meeting to order at 6:30 p.m.
Mayor Hampton welcomed all those present.  The invocation was presented by Pastor Shawn Mitchell, new pastor of New Hope United Methodist Church.  The Pledge of Allegiance was led by Mayor Hampton.
Commissioner Love made the motion to approve the previous meeting minutes for May 25, 2016.
Commissioner Boyd seconded the motion and the motion was unanimously approved by a show of hands.

UNFINISHED BUSINESS
Mr. David Townsend presented the estimates for repair of the burgundy truck and delivery charges.
He said that after checking the cost of replacement of the vehicle, he felt that the most economical way to handle the replacement/repair of the vehicle was to repair a vehicle that was sound except for the motor and that the funds were available in the budget.    Commissioner Shooter made the motion to accept the Bid for repair of the truck.  The motion was seconded by Commissioner Boyd.  The motion passed with the approval of all the Board Commissioners.

NEW BUSINESS
Mr. Townsend presented the bids received for Carpet Replacement in the Town Office.  He said that we had received 3 bids with Dixie Carpet the lowest bidder and recommended that we award the work to Dixie Carpet.  Commissioner Shooter made the motion that the work be given to Dixie Carpet and was seconded by Commissioner Love.   The motion was approved unanimously.
The State has recently set up their program so that their permits have to be signed electronically.
Because of that, David Townsend was asked to finalize these documents.  Mr. Townsend pointed out that Mr. Joe McGirt was still required to gather information and complete forms as the ORC, but then Mr. Townsend has to enter the information into the computer.  Mr. Townsend requested authorization to sign and submit the forms from his computer as required by the state.  Commissioner Love made the motion to approve that Mr. Townsend be authorized to sign those forms electronically and submit to the State.  The motion was seconded by Commissioner Boyd.   The motion was unanimously approved.
A Resolution approving the Water Supply Plan was presented to the Board of Commissioners.  The Water Supply Plan was sent to the Department of Natural Resources in the spring of 2015.  On May 26, 2016, we received notice that our plan has been approved.  Now the plan needed to be adopted by Resolution and signed by the Mayor.  The motion to approve the Resolution was made by Commissioner Love and seconded by Commissioner Boyd.    The motion carried.

DEPARTMENT REPORTS
Administration:  Mr. Townsend reported that (3) churches:  Beauty Spot Methodist Church, Rowland United Methodist Church, and New Hope Missionary Methodist Church have asked to use the Depot on July 23rd to conduct Health Checks, Spiritual Discussions, and music presentations.  They have also requested use of the stage and bleachers and the Town to set them up for that event.   Commissioner Shooter made a motion to approve their request.  The motion was seconded by Commissioner Love.   The motion carried.
Police:  Chief Reaves reported that they had encountered several “shots fired” calls.  There were several arrested and charges filed.   
Commissioner Love commended the actions of our police force during this time.  
She also asked if all our officers have vests.  She was assured that all our officers have the appropriate safety equipment.  
Chief Reaves also said that they were waiting for siren boxes for the new cars to be installed.

Water/Sewer:   N/A
Commissioners/Mayor:  Commissioner Love asked Mr. Richardson who the man was who demolished houses.  He replied that the man’s name is Ricky Locklear.
Mayor Hampton thanked Pastor Mitchell for the delivery of sweet potatoes for the Town and for Partnering with the Town.  Pastor Mitchell indicated that 40,000 lbs. of sweet potatoes had been delivered to the Town for free distribution.

OPEN COMMENT FROM
THE PUBLIC
Pastor Shawn Mitchell introduced himself and his wife Angela.  He is the new Pastor for New Hope United Methodist Church.  He said that he was glad to be in Rowland and hopes to be able to make a difference in the community and eventually retire here.

ADJOURNMENT
Commissioner Betty Boyd made a motion to adjourn.  The motion was seconded by Commissioner Paul Hunt.  The motion carried unanimously.
The meeting was adjourned at 6:46 p.m.
