County Council Approves DJJ
Memorandum of Agreement

The Dillon County Council approved a memorandum of agreement with the S.C. Department of Juvenile Justice for 2016-2017 at their June meeting. The per diem is $50 per day per juvenile. The motion was made by Councilman Archie Scott and seconded by Councilman Robbie Coward.
The motion was approved.

First Reading of Zoning Amendment Passed
The Dillon County Council passed the first reading of a zoning amendment as recommended by the Dillon County Planning Commission.
The change is as follows:
That the following classification be changed from General Commercial (GC) to Rural (RU).
Tax Map No.: 110-00-00-109, 110 parcel 049 and 110 parcel 072
Property Owner: Ralph Todd Phillips
Proposed Location: 3.2 acres 2165 Hwy. 41 South, Lake View, SC 29563
Councilman Stevie Grice made the motion, seconded by Councilman Robbie Coward. The motion passed.

Appointment Made
Upon a recommendation by Councilman Robbie Coward, Dr. Linda Hayes of Oak Grove was appointed to represent District 6 on the Dillon County Board of Zoning and Appeals. The council approved.

County Council Approves
Recreation Requests

The Dillon County Council approved recreation requests at their May meeting.
Robbie Coward motioned to approve the following requests: $550.00 payable to Oak Grove Neighborhood Watch for Fun Day at Oak Grove in June, $500.00 from T.F. Finklea’s recreation and $50.00 from Randy Goings’ recreation; $150.00 payable to Tabernacle A.M.E.C. for recreational activities, $100 from Archie Scott’s recreation, $25.00 each from Randy Goings’ and T.F. Finklea’s recreation; $150.00 payable to Miss South Carolina Pageant for Mikeya Murphy, $50.00 each from Archie Scott, T.F. Finklea, and Randy Goings’ recreation; $250.00 payable to Dillon Kiwanis Club for equipment for Dixie Youth Baseball Program, $200.00 from Randy Goings’ recreation and $50.00 from Archie Scott’s recreation; $50.00 payable to Palmetto State Copperhead Baseball 14U Tournament Team from Archie Scott’s recreation; $150.00 payable to The American Legion Post 0032 for delegates to attend Palmetto Boys State at Anderson University from June 5-11, $100.00 from T.F. Finklea’s recreation and $50.00 from Randy Goings’ recreation; $100.00 payable to Annual Paul Chapman Memorial Golf Tournament, all proceeds benefit the Dillon Athletic Department, from Stevie Grice’s recreation; $150.00 payable to Miss South Carolina Scholarship Organization for Aubrey Goodwin, $100.00 from Stevie Grice’s recreation and $50.00 from Archie Scott’s recreation; $900.00 payable to High School Sports report for an ad, $150.00 each from Archie Scott, Bobby Moody, Randy Goings, T.F. Finlea, Stevie Grice and Harold Moody’s recreation. Archie Scott seconded, and all were in favor.

Solar Energy Representative
Speaks To County Council

A solar energy representative spoke to the Dillon County Council at their May meeting. It was reported in the minutes as follows:
Russ Edwards explained that he is with Coronal Panasonic, which is a national solar energy services provider and project development firm. Coronal Development Services has executed over 400MWs of Power Purchase Agreements to date. Mr. Edwards explained that the property they are looking at is the Richard Bethea/Brown property off of Highway 34, at the Industrial Park at Farley Road.
The solar farm would support domestic, clean energy which leads to a safer sustainable environment, energy independence, and stronger economies. There was discussion as to why this property was chosen for a solar farm. Mr. Edwards told council that they mostly look for areas that are near substations or heavy industrial, not close to people’s homes. Harold Moody said he is all for solar energy but concerned about who will locate around this site in the future.
He feels that there is a better location than this one, and it could cause an industry to shy away from Dillon.
