Lake View Town Council Minutes: March 2016

LAKE VIEW TOWN
COUNCIL MEETING
Presiding:  Mayor Boston Page, Jr.; Present:  Layton Townsend, Mertis Barnette, Matthew Elvington, and Sara Elvington; Also Present:  Lohnnie Luehrs and Kenny Bethea
Mayor Page welcomed the guests and then called the meeting to order. Councilman Matthew Elvington opened with prayer.
The minutes from February 18, 2016 meeting were read and approved by all present.

1.   Mayor Page offered the floor to Johnnie Luehrs, Chamber of Commerce.  Mrs. Johnnie began with the upcoming Farm to Table event called “Pigs and Pearls” which will be Tuesday night beginning at 5:30 at the Pee Dee State Park.  Mrs. Johnnie talked about her meeting Monday night with Cecil Chandler with a live shot at the beach and will be promoting the great things going on in Lake View and Dillon County.  Mrs. Mertis had several great ideas for upcoming events for the Town of Lake View.  Mrs. Johnnie said she would be glad to help in any way and looked forward to getting back with Mrs. Mertis after April 16th.  After much discussion between Mrs. Johnnie and town council, Mrs. Johnnie exited.
2.   Mayor Page offered the floor to Mr. Kenny Bethea, Recreational Director.  Mr. Kenny requested dugouts to be fixed, replace water faucets, repair canteen area and he would order all ball gear needed from the same company, since he feels he gets a discount from them.  Mayor and council reminded Mr. Kenny they would take care of the work on the ball field, replace/repair dugouts and the new scoreboards would be received in 2-3 weeks.  Mr. Kenny exited to get back to the field.  Mayor and council reminded him they would help in any way they could.
3.   Wayne Campbell, Chief of Police, had given papers for the council to look over.  First was securing a lawyer for $1,000 per 3 defendants, which is what he was told every town would have to do.  Mr. Campbell also had some policy and procedures for the Mayor and council to review and let him know about putting them in place.  We are also in need of a police car.
4.   Mayor and council agree to call someone to spray the recreational field and walking track area for ants and bugs.
5.   Councilman Townsend said we were still having trouble with the dogs, citizens are still complaining.  Councilman Townsend said the recycle bin is being misused and council agrees to get rid of it.  The citizens can go to Dillon courthouse and get a sticker for their vehicle window, so they will be able to take their items to Kemper.  Mr. Townsend reminded others there is a “no pet” sign at the recreational park.
6.   Councilman Townsend wanted to know if the wiring was finished and it has been.  This change did not improve slowness of the computers.  Mayor reminded council that Mr. Register and Mr. McIntyre should be finished with the equipment in the office getting moved during spring break.
7.   Mayor and council listened as the sirens went off, welcoming the children back to town from their Academic Challenge win.  Mayor and council agree the children of Lake View School System have made the town proud.
8.   Mayor and council are still trying to secure an area for the recreational football players.
9.   Councilperson Mertis Barnett said the street signs still need replacing, some are missing.  Mrs. Mertis said she had put on Facebook for suggestions and ideas, but only got a lot of complaints and negative feedback.
10.  Mayor Page reminded Town Council the town was in need of a zoning chairperson, get measurements for poles for the scoreboards, see about getting a municipal court lawyer on retainer.  Mr. Bill Taylor, with MASC, had visited with Mayor and council and had emailed the clerk back about the added benefit for a lawyer for the policemen.  This idea will be tabled until all council members are present.  A contract between Town of Lake View and Dillon County Sheriff’s Department for Victim Advocacy is awaiting signatures.  All other items for Mr. Walsh with SOVA in Columbia seem to be satisfied.
With no further business to discuss, the meeting was adjourned.
