AGENDA
Mayor Page opened the meeting by welcoming everyone and asked council member Layton Townsend to open with prayer.
It is noted for the record that all members of council are present, making a quorum
Mayor and council agreed to turn the meeting over to Kenneth Cobb & Co. auditor Will Harrelson.
Mr. Harrelson went over the past audit for 2014-2015.
Mr. Harrelson extensively went over internal auditing as in the past and segregation of duties.
The graphs as well as the audit book were reviewed and discussed extensively.
We no longer have water and sewer, which leaves the General Fund as the main operating fund.
Prior years to 2015 in comparison, the town has been able to hold its own. The victims’ right is the biggest portion of the liability along with the payroll and fines. Auditor feels that the town should lobby for a portion of it because of the administrative headache of keeping up with it.
Again, there has been in General Fund, transferred out more than collected especially in recreation. This has been discussed in the past.
There are special funds separated for operational purposes. Special revenues are subsidized by the general fund.
The general fund does pay for items for recreation and the community center, and this is where the transfer in/transfer out is applied.
Mayor and council thanked Mr. Harrelson for all his hard work on behalf of Kenneth Cobb & Co.
Mr. Harrelson reminded mayor and council when they would need to send out bids for the audit in 2017 just to see if they would like to change auditors.
Mayor and council had many questions about the program software and if it has to be governmental.
There have been many problems with this software and hopefully there won’t be as many problems in the future.
There were concerns from council as to when would be a good time to change if necessary especially since we are dealing with fiscal year and calendar year.
