County Transportation Committee Minutes: November 2014

The Dillon County Transportation Committee held a meeting November 13, 2014. CTC Board members present were Earl Gleason, Jr. (Chairman), Freddie Jackson, Henry “Tommy” Smith, Russell Nelson, Billy C. Powers, Edward L. Ford, and Carmen A. Bethea. CTC Board members who were not present were Denis Grubb and Jimmy Meekins. Guests were Melissa Thompson, Dillon County GIS (Secretary for CTC); Clay Young, Dillon County Administrator; and Mitchell Carter, SCDOT. Earl Gleason, Jr., Chairman, opened the meeting with the call to order. Freddie Jackson delivered the opening prayer.
The old business was discussed. The Lucky Run and Progress Street paving is underway. The Driveway project is underway; the start date was October 27; the completion date is scheduled for December 11. A letter was received from the State that gave a one time increase from $779,000 to $946,000 for the 2014-2015 fiscal year. $25,000 for the Taco Bell project will go towards a traffic signal. The County was finally reimbursed for the Latta school project.
There were several items of new business. Chairman Earl Gleason recommended for $25,000 go to SCDOT as needed for preventative tree removal. A motion was made by Billy Powers to approve the recommendation and seconded by Tommy Smith. The motion was carried. Freddie Jackson abstained.  A list of roads for the Resurfacing 2015 budget include: Bakers Mill Road, East Dargan Street (full resurfacing), Rogers Drive, North Fordtown Road, South 26th Avenue, Taylor Street, Faulk Drive, and Stafford Court (full resurfacing). The Resurfacing 2015 total is $405,611.42. Some of the roads on the SCDOT list for 2015 resurfacing are: Bethea Extension, Highway 301 South, Highway 917 and Joann Branch Road. SCDOT will be spending $1.2 million next year in Dillon County for resurfacing. A recommendation was made by Chairman Earl Gleason to move forward with the resurfacing of the recommended roads. A motion was made by Edward Ford and seconded by Freddie Jackson. The motion carried.
Melissa Thompson will establish a Facebook® page for the Dillon County Transportation Committee.
Chairman Earl Gleason made a recommendation for Joe Drive (from McKinley Drive to the dead end) for paving in 2015. The motion was made by Billy Powers and seconded by Freddie Jackson; the motion was carried.
A recommendation was made by Chairman Earl Gleason to resurface Joan Drive and the road beside the old Lake View Middle School that goes back to the new additions for Lake View Elementary.
The motion was made by Edward Ford and seconded by Freddie Jackson; the motion carried.
The following roads will be looked at for resurfacing in 2016: Sunset Drive, South Fordtown Road, and Park Access Road (Little Pee Dee Park entrance).
The September “C” Fund statement was explained.
The next meeting will be December 11; the committee will be going to Columbia for a SCDOT meeting.
