Lake View Town Council Minutes: August 21, 2014

LAKE VIEW TOWN
COUNCIL MEETING
August 21, 2014
Presiding: Mayor Boston Page, Jr.
Present: Council Members:  Layton Townsend, Billy Sanderson, Matthew Elvington
Also Present:  Clerk/ Treasurer Allison Page and Mrs. Pat Laird
Mayor Page opened the meeting by welcoming everyone. He noted for the record that the following Town Council members were present, making a quorum:
1)     Layton Townsend
2)     Billy Sanderson
3)     Matthew Elvington
Mayor Page called the meeting to order and began with prayer. The minutes from July 17, 2014 were read. Council member Matthew Elvington made the motion to accept the minutes from July 17, 2014 as presented. Council member Layton Townsend seconded the motion and all those present voted in favor.
Mayor Page stated that Council member Bruce McNeil would be absent .
Item #3 on the agenda was Mrs. Pat Laird. Mrs. Laird began by saying the Town is in need of new banners for the light poles on Richard Temple Blvd., both for the Christmas holiday and possibly some patriotic banners as well. She showed Mayor and Council a few designs that she thought would be nice that would cost approximately $225 per set, and she thought the Town would need about 6 sets. Council member Matthew Elvington asked Mrs. Laird if the company gave her a UV hourly rating on the banners and she stated she thought it would be about 3 years before the fabric started to fade. Council member Matthew Elvington asked how many members were currently on the Christmas on the Blvd. committee. Mrs. Laird stated there were about 7 or 8 people right now. Council member Matthew Elvington asked if the County had donated any funds for this type of project. Mrs. Laird stated Dillon County had given the Town of Lake View $4,000.00 this year from the County’s Local Hospitality funds for COTB where it had been $3,500.00 in the past. Mrs. Laird asked for Mayor and Council to let her know once they have made a decision on what they want to do with the purchase of the banners. Mrs. Laird also stated the Town Council had donated $1,000.00 to Rural Area Leadership Initiative (RALI) in the past since they sponsor the free medical clinic in Dillon as well as the Healthy Eating Initiative. She stated RALI had a balance of $4,000.00 and they wanted to know if it would be okay with Council, since they are a past contributor, if they divide the balance between Lake View, Latta and Dillon with the remaining $1,000.00 set aside for meetings. She stated she needed some suggestions from Mayor and Council as to how to spend the $1,000 Lake View would potentially receive and suggested maybe to get some benches for the walking track, signs with posted rules for the walking track to include the distance of the track, some nice trash cans, etc. After some discussion, everyone was in agreement with spending the $1,000.00 for a sign at the walking track with posted rules and regulations, benches, etc.
Allison Page had to leave the meeting early.
The next item on the agenda was the property at 109 N. Main St. Mayor Page stated that Mr. Billy Sanderson met with Dwyer and Derrek Scott regarding negotiating a price for the property the week before. They then contacted the Mayor and offered a purchase price of $30,000. The Mayor stated he would bring the offer before Council and get back in touch with them. Mayor Page stated that he had spoken with Council member Bruce McNeil earlier that day and he was in agreement with the purchase price of $30,000. Council member Matthew Elvington asked if the property would have to be re-zoned for a business, and Mr. Sanderson stated he had called and spoken with Sarah, who is the head of the Zoning Board, about the possibility of selling the property to a business and asking if it could be re-zoned. She said that the codes would have to be changed and there may be some formal paperwork involved, but other than that she did not foresee any problems having it re-zoned for a business. After some discussion, Council member Matthew Elvington made a motion to sell the property located at 109 N. Main St. to Dwyer Scott for $30,000.00, as is with any issues seen or unseen, and have the Town Attorney draw up the proper paperwork for the sale. Council member Layton Townsend seconded the motion and all those present voted in favor.
Item #5 on the agenda was County Code Inspections. Mayor Page stated that both he and Allison have left messages for Mr. Clay Young to find out if the County voted and agreed to take over the code enforcement for the Town of Lake View, and Mr. Young has not returned any calls as of yet.
The next item on the agenda was the Town of Lake View Cemetery Rules and Regulations. Council member Billy Sanderson gave Mayor Page and Council a copy of some proposed rules and regulations the Town could possibly adopt for the Lake View Cemetery. Mr. Sanderson stated he felt there needed to be something like this in place to help govern the operation of the cemetery. Council member Matthew Elvington stated he agreed and after reading the proposed rules and regulations, he did not see any problem with the wording in the proposed paperwork except for the question of pricing per plot since he was not familiar with current rates. Council member Billy Sanderson stated the price list included in the paperwork is exactly what Cook Funeral Home currently charges. After some discussion, Mayor and Council agreed to wait until the next Town Council meeting to decide exactly what to do with the cemetery issue when Council member Bruce McNeil could be present.
Item #7 on the agenda was direct deposit and the use of bank cards with First Citizens Bank. Council member Billy Sanderson stated Ms. Allison Page indicated to him that these services would allow the Town employees to have their payroll directly deposited into their personal accounts, and people could also pay court fines, Business Licenses, etc. using their bank cards with the same machine that was used to process water bill payments. After some discussion, Mayor and Council agreed to wait until the next Town Council meeting to discuss this issue when Ms. Page could be present.
Item #8 on the agenda was the Lake View Fire Department and no one was present.
The next item on the agenda was Council Concerns. Mayor Page stated the Chamber of Commerce was asking for sponsors for “A Taste of Dillon County”. Council member Matthew Elvington said the Town was a Bronze Sponsor last year for $200 and that included (2) complimentary tickets. Council member Billy Sanderson made a motion to donate $200 to the Chamber of Commerce for “A Taste of Dillon County”. Council member Matthew Elvington seconded the motion and all those present voted in favor.
Mayor Page stated the County is upgrading all of the communications used for dispatch services within the county and it was mandatory for all departments to upgrade their radios in order to be able to receive the new signal once communications were switched over to the new system. The cost of this upgrade is expected to be approximately $25,000 for the Town of Lake View. Council member Matthew Elvington stated he had seen where Marion or Mullins had received grants for this to help replace their out-dated equipment and thought Lake View could possibly do the same.
There being no further business the meeting was adjourned with prayer.
