Dillon City Council Approves
Section 125 Cafeteria Plan
At the September meeting, Dillon City Manager Glen Wagner requested that the council approve the Section 125 Cafeteria Plan, which allows insurance premiums to be deducted before taxes. This passed unanimously.

City Council Considering
Going Paperless
Councilman Johnny Eller said at a recent meeting that he read in the Municipal Association newsletter about towns going paperless. Some towns provide laptops of iPads for council members to get their packets and other information eliminating paper waste. Mayor Todd Davis said he liked the idea of going paperless. City Manager Glen Wagner and Janet Bethea will look into this. In a poll on www.thedillonherald.com, voters disagreed. As of Wednesday afternoon, 1,501 voted that the city should not purchase iPads for the council. Other votes included 29 yes votes, four maybe, and five do not know or care.

Sheriff’s Office Gets Grant
At a recent Dillon County Council meeting, it was announced that the Dillon County Sheriff’s Office had been awarded a JAG (Justice Assistance Grant) in the amount of $26,570. It will be used to purchase radio equipment needed to meet a federal mandate.

Sheriff’s Office Evidence
Software Approved
At a recent Dillon County Council meeting, Sheriff Major Hulon explained that their evidence program had stopped functioning due to the current software company going out of business. He said that he sent out a request for bids from four companies (IMS, Ace Property Service, PMI & Tracker Products LLC) and received two responses (from Tracker Products LLC for $13,631.40 & PMI for $9,282.00). Sheriff Hulon recommended the Tracker Products because they house and maintain the software, and they are able to quickly move their data. He said that this was not budgeted and needs council’s approval to purchase. County Administrator Clay Young told that this higher bid could be awarded due to it being a sole source provider of what is in current use. He also recommended it be funded from the computer services budget line item. Councilman Joe Johnson motioned to accept the bid of $13,631.40 with an annual renewal cost of $1,400 from Tracker Products.
Councilman Harold Moody seconded and all were in favor.

New Servers Proposal Approved
At a recent Dillon County Council meeting, County Administrator Clay Young said that a quote was requested from CSI for State Contract Pricing for two servers. He said that this will help with upgrading the old phone system. The quote of $139,420.42 includes a five year warranty/ maintenance plan. He said that there is $225,000 budgeted this year. Councilman Harold Moody made a motion to accept the proposal, stating that the administrative committee had agreed to this. Councilman Aron Gandy seconded and all were in favor.

Change Order Approved for
City-County Complex Roof
At a called meeting of the Dillon County Council on September 8th, a change order for the Dillon City-County Complex roof was discussed. County Administrator Clay Young told that this was concerning replacing the lightning rods which were removed from the roof recently. He stated a price of $31,000 has been obtained from the roofing contractor, Metal Crafts Inc., who is currently working on the roof replacement. He noted that a claim has been made to our insurance company and that they will pay all except the $1,000 deductible to replace the rods. He also said that the county had received some $500 plus for the scrap sale of the old rods. Frank Brockington said that the materials need to be ordered September 9th and that timing doesn’t allow for bids to be received. He said that the cost includes the material, labor and testing/certification.
Young said that if they didn’t move forward with this, they would have to stop the contractor’s work and pay liquidated damages. Councilman Andrew Graves made a motion to approve the change order. Councilman Aron Gandy seconded and all were in favor.
