BOARD MINUTES
June 22, 2021
Mr. Schafer called the meeting to order. Mr. Schafer gave the Invocation.

Roll Call:
Ms. Griffin, Ms. Calhoun and Mr. McRae were not at the meeting. All other Board Members were present.
Also attending were Mr. Rogers, Mr. Rivenbark, Dillon Four, Dr. Kirby, Dillon Three, Mr. Strickland, ATECH and Mr. Williams and Mr. Graham, Dillon County School Facilities Association.

Agenda:
The Board unanimously approved the agenda.
Board Minutes:
Mr. Sweat made a motion that was seconded by Mr. Faulk to approve the board minutes. The board unanimously approved the board minutes.
Expenditures:
Mr. Sweat made a motion that was seconded by Ms. Johnson to approve the expenditures. The board unanimously approved the expenditures.
Employee Benefits: Pay Periods
During the May Board meeting, changing the number of pay periods was discussed. At that meeting, Dr. Kirby said that he will probably have to have another person to be able to have two pay periods a month rather than the current one pay period per month, but he was adding a person in Latta’s business office to help with payroll and other business-related tasks anyway. Mr. Rogers said that Dillon Four is not ready to make a change in the number of pay periods now due to probably needed to add another payroll employee and software changes that would be required for this type of change.
Mr. Schafer said the amount of interest on money used to pay payroll ahead of the EIA and EFA payments which we receive about the same time of the current one pay period on the 3rd Thursday would cause us to lose interest and additional cost for checks, etc.
The Board voted unanimously to continue paying employees one time per month.
Budgets:
Dr. Kirby presented the Latta 2021-2022 Budget. He said the budget included a $1,000 raise for teachers in addition to the step increase. The BSC (Base Student Cost) is $2516.00 per student. He said that Latta’s budget is balanced. Dr. Kirby said that Latta has added $5.00 per hour raise for Bus Drivers. Mr. Abson made a motion seconded by Ms. Johnson to approve the Latta budget.
Bryan Rivenbark presented the Dillon Four Budget. He said the budget includes a $1,000 raise for teachers in addition to the step increase. He said that employees other than teachers will get an across the board raise of 4% which is nearly the same as the teacher raise and step increase. Mr. Rogers said that the state will cover the costs of SROs (School Resource Officer) and also a Nurse at each school. The Board unanimously approved the Dillon District Four Budget.
School Facilities Financing:
Mr. Rogers said that Dillon Four is planning to build a new Elementary School (probably K-3) using funding received from the Federal Government. He said they are in the process of interviewing three architects.
Attendance Supervisor:
Ms. Bethea went over school and home visits and statistics.
ATEC:
Mr. Strickland said the ATECH Center is doing well. He said there is an odor in the ATECH Building sometimes due to the City of Dillon’s Sewage Plant. He said ATECH students received 91 different certifications. The ATECH Center is a CNA testing site. All CNA students passed their certifications.
NE Technical Dual Credit-Working on dual credit for Mechatronics.
New Culinary Arts Teacher-Mr. Strickland recommended Ezra Lulti to be the new Culinary Arts Teacher. (Ms. Barfield resigned).
The Board unanimously approved Ezra Lulti as the new Culinary Arts Teacher.
Business Manager’s Report:
Mr. Broome went over balances in each entity bank accounts.
Ms. Finklea made a motion to adjourn.
