The election of vice-chairman went smoothly as well. Councilman Harold Moody won on the first vote. Moody received four votes. Buzzy Finklea received two votes, and Joe Johnson received one vote.
2013 Chairman Archie Scott passed the gavel to Graves, who took over as chair.

Graves thanked  his fellow councilmen for their confidence in him in electing his as chairman. He said he would do his very best to do right and to give support to his fellow councilmen. He said he planned to work with Vice-Chair Moody as a team. He asked the council for their support in 2014. He said while they may have differences, they will work for the best of Dillon County.
Graves has been serving on council since 2003. This is his first time as chairman.
