A Special Task Force on the Reorganization of Headquarters operations created from within the South Carolina Department of Transportation (SCDOT) staff by Secretary Robert St. Onge has reported its initial recommendations to the Secretary.
The most important recommendations involve the creation of a Procurement Office that will consolidate all procurement activities in one centralized operation, the development of a Division of Support Services which will include a Customer Relations Office, and a restructured Office of Budget and Cash Management.
These organizational initiatives and others will be implemented over the next 30- 60 days. These initiatives will be complemented by the process and procedural changes already underway at SCDOT.
Personnel changes are also underway. Secretary St. Onge is pleased to announce the first round of key changes in the organization. Christy Hall, District Engineering Administrator (DEA) for SCDOT’s eight county District 2, headquartered in Greenwood, SC, has been selected to fill the position of Deputy Secretary for Finance & Administration, replacing Angela Feaster who will assume other duties in the agency.
Hall is an 18-year veteran of SCDOT. She began her career at SCDOT in Road Design and held a number of management positions including Program Manager, District Construction Engineer for District 3 and District Engineering Administrator for District 2. Hall holds a B.S. degree in Civil Engineering from Clemson University. She has earned a Professional Engineer’s license (PE) and she is a graduate of the National Certified Public Manager Program (CPM). Hall will officially begin leading the process of reorganizing the Finance & Administration Division on November 7.
In other personnel moves, St. Onge has asked Hart Baker, current Deputy Secretary of the Intermodal & Freight Programs Division, to move back to the Legal Office. Baker is a career attorney of great repute whose return to full-time legal work will aid in addressing our heavy workload in the legal area.
Doug Frate, a long-serving transit planning professional, will lead the Intermodal & Freight Programs Division on an interim basis.
