Several Matters Discussed At County Council Meeting

The Dillon County Council took up a number of matters at their regular meeting on August 23rd.
No one signed up for the public hearing on An Ordinance to Provide Supplemental Budget Appropriations for County Purposes in the County of Dillon for the Fiscal Year Beginning July 1, 2017 and Ending June 30, 2018 and Adopt and Implement Rates and Fees, and for Other Tax Purposes and County Appropriation Purposes and to Establish the Tax Millage to Provide for the Budget.
It was acknowledged that a letter was received from Dillon County Board of Education Chairman Richard Schafer.
The council voted upon a motion by Councilman James Campbell and a second by Councilman Jack Scott to purchase a silver table at the First Steps Annual Gala in the amount of $500.
IT Director Danny Holder made a presentation on the IT Policies and Procedures put in place after a SLED audit and an IRS audit. It will not really cost the county anything other than his time, and users will have to follow the policies. The motion to approve the policies and procedures was made by Councilman Robbie Coward and seconded by Councilman Jack Scott. The motion was approved.
GIS Director Melissa Thompson made a presentation on the GIS fees. Currently, the county is not charging. She receives requests almost daily for GIS data from timber and other large companies. She polled five counties to arrive at the figures. The companies ask when they make requests for the amount of the charge. Councilman Stevie Grice made the motion to approve the fees, seconded by Councilman Robbie Coward. The motion was approved.
Electronic waste fees at the landfill were also discussed. Finance Director Richard Gaddy said they want to go up on the fees. He said it won’t affect the convenience sites. Limiting the number that go into the sites was discussed. Councilman Harold Moody said he felt there should be a limit of one. Councilman Harold Moody made the motion to change the fees. The motion was approved.
A six-month waiting period for firefighters who quit the fire department before they can reapply was passed 6-1 with Councilman Harold Moody voting in opposition. It was stated that this would not apply to firefighters transferring between departments. There was lively discussion about the issue.
This would apply to paid employees and volunteers. The motion was made by Councilman James Campbell and seconded by Councilman Robbie Coward.
In other action, the council:
-approved an overflow pipe for the landfill in the amount of $8,000. The motion was made by Councilman Robbie Coward and seconded by Councilman Harold Moody.
-received information on the lease agreement at the Bingham Ball Park.
-learned that the preservation tax credit that applies to the Dillon Historic District is still in place.
-approved the second reading of An Ordinance to Provide Supplemental Budget Appropriations for County Purposes in the County of Dillon for the Fiscal Year Beginning July 1, 2017 and Ending June 30, 2018 and Adopt the Implement Rates and Fees, and for Other Tax Purposes and County Appropriation Purposes and to Establish the Tax Millage to Provide for the Budget.
The vote was 4-3 with Chairman Archie Scott and Councilmen Robbie Coward, James Campbell, and Jack Scott voting for the motion and Councilmen Harold Moody, Stevie Grice, and Buzzy Finklea voting against it.
-approved the second reading of an ordinance to amend the zoning map to facilitate the Harbor Freight Expansion.
-heard comments from Councilman Jack Scott regarding the trip to Hilton Head, the Latta and Lake View money and where the money went to, the school board, questions that people are asking him, the fact that Latta is in a different House district than others in Dillon County, school taxes, and a crane school. He wants to have a community meeting.
After Scott’s speech, the council went into executive session.
