Dillon County Takes Up Several Items At July 25th Meeting

The Dillon County Council took up several items of business during called meetings.
The following items of note were taken up at the July 12th meeting:
*Snow and ice removal agreement between Dillon County and South Carolina Department of Transportation – Finance Director Richard Gaddy told Council that this is a standard agreement that is done every year between Dillon County and South Carolina Department of Transportation. This agreement enables us to work together with SCDOT and gives us an outline if there were to be an ice storm. Councilman Robbie Coward motioned to approve the snow and ice removal agreement. Harold Moody seconded and all voted in favor.
*Repair bill for Mack truck – Finance Director Richard Gaddy explained that this was the trash truck that turned over and had to have the hood and cab replaced. He told Council that there was no collision insurance on this vehicle. The amount to repair the vehicle was $25,000. Councilman Robbie Coward motioned to approve the repair bill for the Mack truck. Councilman James Campbell seconded and all voted in favor.
*Memorandum of agreement for the detention of juveniles – Finance Director Richard Gaddy explained that this was the normal annual agreement with the State to house juveniles for $50.00 per day. Councilman Robbie Coward motioned to approve the agreement for the detention of juveniles. Councilman James Campbell seconded and all voted in favor.
*Judge Lockemy special recognition, “The Outstanding Contribution to Justice Award” – County Administrator Rodney Berry explained to Council that James Lockemy would be receiving “The Outstanding Contribution to Justice Award” that he would be presented a portrait of himself. The Judge would like for the portrait to go in the foyer at The Judicial Center. Berry told Council that this was just for information.
* Third reading- An Ordinance to Terminate and Reconvey Easements Granted to Dillon County by W.L. Bethea Farms, LTD and Dillon Property Holdings, LLC By Grant of Right-of-Way and Utility Easement Recorded April 2, 2013, In the Office of The Clerk of Court for Dillon County in Deed Book 527 at Page 100.
Alan Berry told Council that this ordinance deals with reconveying easements back to W.L. Bethea Farms, LTD and Dillon Property Holdings, LLC due to Harbor Freight building on land. Councilman James Campbell motioned to have third reading. Councilman Robbie Coward seconded and all voted in favor.
The following items of note were taken up at the July 17th meeting:
*Direction of Writ of Mandamus – Rodney Berry explained to Council that he had received a letter from Curry and Byrd Law Firm and were given several options to resolve this matter. 1) Dillon County can immediately pass a Continuing Resolution authorizing funds to be expended. 2) Dillon County can immediately have First Reading on a new budget and can properly pass a budget within thirty (30) days. The Continuing Resolution will protect the Treasurer until the new budget is passed. 3) Dillon County can immediately file a Petition for Mandamus against the Dillon County Treasurer. Councilman Robbie Coward motioned to file a Petition for a Writ of Mandamus. Councilman Harold Moody seconded. Voting for motion were Robbie Coward, Harold Moody, Archie Scott, James Campbell, Jack Scott. Voting opposed were Councilman T.F. Finklea and Stevie Grice. T.F. Finklea motioned to do a continuing resolution of the 2016- 2017 budget.
Councilman Stevie Grice seconded. Voting for motion were Councilman T.F. Finklea, Stevie Grice and Harold Moody.
Voting opposed were Councilman Robbie Coward, Archie Scott, James Campbell and Jack Scott.
