Council Meeting
October 20, 2016
Present: Boston Page, Jr., Mayor
Council Member: Layton Townsend, Jr., Mertis Barnett, David Johnson, Matthew Elvington
Also Present: Sara Elvington, Clerk; Harold Utley, David Kitchens, Sharon Gilchrist, Wayne Smith
Mayor Page welcomed everyone and Mayor Page opened with prayer. Noted for record everyone was present making a quorum. Minutes from September 15, 2016, were read; Councilman Matthew Elvington made a motion to accept the minutes as read and David Johnson seconded the motion with everyone in favor.
A brief overview of what was done for the town, by whom, and when during and after the hurricane was given to each council member.
Agenda:
1. Henry Humphrey’s floor cleaning service shampooed the carpet at the community center.
2. Coastal Oil Company is looking for a building to rent in town; Council members will look into this and get back with the company. There are several sites available, but will need work on them before renting them out.
3. Harold Utley wants the road behind the Trading Post paved, council and mayor explained the state owns the streets and makes these decisions on the priority of paving. Mr. Utley also congratulated Mayor and Council on what a great job they had done looking out for the citizens during the aftermath of the storm.
4. Mayor and Council had previously discussed about changing out the street lights to LED lights due to the darkness of the streets. Council also discussed maybe putting up five or six more street lights to help alleviate the problem. Due to cost effectiveness, Mayor and Council decided to table this until they could check into a different route for this matter.
5. David Kitchens thanked the Mayor and council for a great job on taking care of the town during the storm and the aftermath. Mr. Kitchens went on to say he was highly impressed with the hard and diligent work from the police and the protection of the citizens throughout the week after the storm. All council agreed with him what a great job the police had done and the citizens of the town. Mr. Kitchens went on to say, we have the sorriest trash pickup he has ever seen; there have been some residents that their trash has not been picked up in several weeks. Mr. Kitchens said the people were tired of paying for a service that they were not getting. Mr. Kitchens wanted to know what we could do about condemning some of the property which was falling down, especially old abandoned houses and mobile homes and vacant lots not being kept up. Mayor and council agree it brings the Town down with all the vacated property. We would try to located the owners of this property and see what we could do on getting this cleaned up. Mayor also agreed there is a lot of work that needed to be done to some Town property as well. Mr. Kitchens said he has moved around a lot in his life but he moved to Lake View and he is here to stay, he enjoys the lifestyle here in Lake View and the citizens and how they work together.
6. Council member Layton Townsend said we had to do something on the matter of trash pickup and its timeliness.
7. Council member David Johnson suggested Matthew Elvington reside over the Disaster Preparedness team for the Town of Lake View, Elvington agreed and it was voted unanimous by all.
8. Wayne Smith said he also wanted to thank the Mayor and Council on a great job taking care of the town during the disaster. Mr. Smith went on to say we have problems with the debris not picked up and the past week they didn’t get his neighbors trash can and stuff all around it.
9. Ms. Sharon Gilchrist said she lives on Backus Street and there was a problem with a neighbor dog and this prevented her from being able to walk. Mayor assured her he would be in touch with Mr. Hum Bunny on this matter.
10. Council member Mertis Barnett said the lot behind Trading Post is awful; it has lots of debris. She thinks someone out of town may own this land. It has grown up and is a hazard to the Town.
11. Mayor and council revisited the idea on the carpet verses tile for the community center; also need to check on lights for walking track. Councilman Elvington said he heard there were horses in town and being housed in town will need the officers to check on this problem.
