Lake View Town Council Meeting Minutes: April 21

Town of Lake View Town Council Meeting-Thursday, April 21, 2016
Presiding:  Mayor Boston Page, Jr.; Present:  Layton Townsend, Mertis Barnett, David Johnson, Matthew Elvington. Also Present:  Sara Elvington, Glenda Schleich with Pee Dee Coalition, Gwen Dotson with Dillon Co. Victim Advocacy, Judge Charles Spivey.  Mayor Page welcomed the guests, called the meeting to order, and Councilman David Johnson opened with prayer.
The minutes from March 17, 2016, were read, motion was made and seconded and unanimously voted to accept them as read.

AGENDA
1.   Mayor Page opened the floor to Judge Spivey.  Judge Spivey had the information from the Fourth Circuit Public Defender’s Office, which would provide indigent defense services for the Town of Lake View beginning July 1, 2016.  Judge Spivey explained why we had to have this service, how it would work and will get the rest of the details and contract to be signed.
2.   Gwen Dotson, our new Victim Advocacy person for Town of Lake View, provided by Dillon County Sheriff’s Department.  Mrs. Dotson introduced herself to council.  She started the position April 11, 2016 and will be working from the office in Lake View.  Mrs. Gwen Dotson enlightened everyone what her job entails and the services she would be able to provide to our victims of crime as needed.  After much discussion with Mayor and council she excused herself from the meeting.
3.  Mrs. Glenda Schleich with Pee Dee Coalition introduced herself and explained her job position and the different things they would be able to provide for our area as well as working with Mrs. Dotson on the needs of the victims.  Mrs. Glenda said the Pee Dee Coalition was very appreciative of the $4000 given to them to help with victims of Dillon County.  She went into great detail of the over 71 victims the Pee Dee Coalition had helped in 2015 and the services they had offered.
4.  Mrs. Johnnie Luehrs was on the agenda but was unable to make the meeting.
COUNCIL CONCERNS:
A.  Mayor and Council are still looking for someone for the Zoning Board. A chairperson will be needed.  
Council will look into talking with the two members left on the board, Tommy Wallace and Eddie Ford.  
Mr. Bill Taylor with MASC said he would be glad to help them with their classes as needed.
B.  Council discussed the PBA for the law enforcement and approved to pay for this for the officers as part of their package of employment.
C.  Mayor and Council agree for the officers to purchase another police car which is desperately needed.  The old police cars are costing too much to keep them running.
D.  Councilman David Johnson asked if the town had received any money yet for recreation from Dillon County, which we have not.  
Councilman Johnson said we need to do a little more work on the poles for the new score boards, and there would be more supplies and bills coming for the ball field.  
Councilman Johnson reminded council that another dog now has puppies out near the recreational field.  
Councilman Johnson wants Mayor and council to get together on the name of the different ball fields to go on the new score boards.  They all unanimously agree on one person to be on one of the score boards, which they will announce at a later time.
E.  Councilman Layton Townsend reminded others the need to get together on ordering banners, lights, and street signs.  He also noted we need to let people know if they are interested in working with COTB to contact the office and a meeting is needed to plan ahead for the upcoming events.
F.  Council person Mertis Barnett has looked into the preparation of a Mother/Son dance, which would be held the Saturday before Father’s Day.  Council agrees with this and the Community Center would be held open for that time.
G.  Mayor and Council reviewed resumes and applications for the maintenance opening position.
H.  Approval for the No Limit Expo on July 30, 2016, by Tabitha James and Anna Johnson.  These ladies also are looking into having a Black Tie affair at the community center to help raise money for the Expo.
I.  Mayor and Council agree on having a meeting for Dillon County district two candidates at the Community Center in Lake View on May 13, 2016 at 7:00 – until.  This would allow the candidates an opportunity to meet the citizens of the county, tell their vision for the future of Dillon County as well as share their views.
J.  Mayor and Council agree to renew the contract with American Waste System with a few minor adjustments.  An AWS representative had already met with Mayor and each Council member and explained the extenuating circumstances for some of their past problems.
Mayor and Council reviewed some of the bills the town has received for updating the Recreational ball field.  Many of the citizens have agreed it was a much needed improvement and makes a lot of difference.
