Lake View Town Council Meeting
May 21, 2015
Presiding: Mayor Boston Page, Jr.
Present: Council Members: Layton Townsend, Matthew Elvington, Mertis Barnett, and David Johnson
Also Present: Assistant Clerk Norma Simmons, family, friends, and visitors.
Mayor Page opened the meeting by welcoming everyone. He noted for the record that the following Town Council members were present, making a quorum:
1)     Layton Townsend
2)     Matthew Elvington
3)     Mertis Barnett
4)     David Johnson
Mayor Page called the meeting to order and began with prayer. The swearing in was officiated by Judge Charles Spivey, beginning with Ms. Mertis Barnett, and Mr. David Johnson, as Council members of the Town of Lake View. They were congratulated by fellow Council members as well as family and friends. Pictures were taken by Council member Matthew Elvington. Judge Spivey reminded new and old Council members that if they needed him, regarding the court system, he would be willing to meet with them to go over any questions they may have. He congratulated them and excused himself.
Mayor Boston Page asked Council to begin by looking over their minutes from the previous meeting. Mayor Boston Page asked if there were any questions on the minutes, none noted. Council member Matthew Elvington made a motion to accept the minutes as presented. Council member Layton Townsend seconded the motion and all Council voted in favor.
Mayor Page informed the visitors they were welcome to stay. This would be the first reading of the Budget and the guests decided to exit. Each Council member had a proposed first draft of the budget worksheet. Mayor Page stated they would go over it and for Council members to make any recommendations. He encouraged the Council to note the first two lines were for 2014 listing what was budgeted and what was actually spent. Then, year 2015 was the next on listed for reference. Year 2016 was also listed on the budget worksheet and Mayor Page said they would start from there.
The Mayor asked if Council would like to go line item by line item or how, and the Council decided line item would be best. Mrs. Norma Simmons, Assistant Clerk, was asked by the Mayor to read the budget items for the Council. After much discussion on the various accounts, the Mayor and Council member decided to hold a workshop for further discussion on the Budgeted Worksheet for (Thursday) June 4, 2015 at 7:00 p.m. in the Council Chambers.
Council member Matthew Elvington made a motion to approve the budget worksheets first reading subject to amendments. The motion was seconded y Councilman David Johnson with a unanimous vote by Council. Council member Layton Townsend made a recommendation to nominate council member Matthew Elvington for Mayor Pro Tem. The motion was seconded by Council member David Johnson, with all others in favor.
The next item on the agenda was the Lake View Fire Department and no one was present.  There being no further business the meeting was adjourned.
