IWP Landfill Closure
Bids Accepted
The Dillon County Council received seven bids on the IWP Landfill Closure at a called meeting in April. R.E. Goodson was the low bidder at $525,800. An allowance of up to $140,000 in additional costs is allowed if they have to haul from the borrow pit. It was stated that permit submission of the finale 5-acre site of the Old River Road pit has begun. The goal was that the closure of the IWP would begin around the third or fourth or April. The county is saving money by using their own borrow pits and equipment. This total is well under projections for a few years ago. The motion to accept the low bid subject to the review of its compliance of bid specifications was by Councilman Joe Johnson, seconded by Councilman Bobby Moody. All approved.

Energy Lighting
Grant Bid Accepted
The Dillon County Council received bids on an energy lighting grant at a called meeting in April.
MWEC from Red Springs, NC was the low bidder.
Councilman Aron Gandy motioned to accept the MWEC bid, subject to compliance with bid specifications and the performance and payment bonds being furnished within 48 hours of contract signing. Councilman Andrew Graves seconded and all were in favor.

Concession Stand Rental
Bid Approved
The Dillon County Council received one bid for the rental of the concession stand at the county ballfield. The bid was $2,000 and was made by Henry Campbell. Upon a motion by Councilman Macio Williamson, the bid was accepted.

County Approves First Reading To Amend Zoning
The Dillon County Council held the first reading of an ordinance to amend the following:
That the following zoning classification be changed from Rural to Lt. Industrial to allow an industrial site:
Tax Map No. 102-00-00-70
Property owner(s): Dillon County
Proposed location: Hwy. 917 & Hwy. 38 W., Latta
The Dillon County Planning Commission recommends that these changes be adopted by County Council. The Planning Commission voted in favor of this at their meeting on April 4th.

Hazard Mitigation Committee Members Approved
As a part of the process of updating the Hazard Mitigation plans, a Hazard Mitigation Committee had to be approved by the Dillon County Council Members. The following individuals were approved as a part of the Hazard Committee: Moses Heyward, Clay Young, Glen Wagner, Lisa Gray, Larry Jones, Sonny McRae, Nancy Brigman, Don Lewis, Randy Grimsley, Bobby Lee Thompson, Cliff Arnette, Henry Brunson, Robert Newton, Kris Lane, Tonny McNeil, Eugene Paige, Mindy Taylor, and Robert T. Smith.

County Approves Third Reading Of Bond Ordinance
The Dillon County Council approved the third reading of an ordinance authorizing the issuance and sale of not exceeding $1,500,000 general obligation bonds, Series 2011A, of Dillon County, South Carolina; fixing the form and details of the bonds; providing for the payment of the bonds; authorizing the chairman of county council and county administrator to determine certain matters relating to the bonds; providing for the payment of the bonds; the disposition of the proceeds of the bonds; and other matters relating thereto.
Enacted: April 27, 2011

County Approves Third Reading Of Refunding Bond Ordinance
The Dillon County Council approved the third reading of an ordinance authorizing the issuance and sale of general obligation refunding bonds, Series 2011B, of Dillon County, South Carolina, in the aggregate principal amount of not exceeding $985,000 for the purpose of refunding certain of the county’s general obligation bonds; fixing the form and certain details of the bonds; authorizing the chairman of county council and the county administrator to determine certain matters relating to the bonds; providing for the payment of the bonds, the disposition of the proceeds of the bonds; and other matters relating thereto.
